MOSCOW (Sputnik) — The arrests were made during a joint Spanish-Moroccan operation, the ministry said in a statement.
Several suspected recruiters were captured in the Spanish municipality of San Martin de la Vega. Others were seized in the Moroccan cities of Fez, Casablanca, Al Hoceima, Nador and Driouch.
All of the detainees are believed to be part of a recruiting network.
ISIL is a violent extremist group that seized large areas in Iraq and Syria in 2014 and is notorious for many human rights atrocities. ISIL recruiters actively use online propaganda to persuade people, mainly youth, to join their ranks abroad or carry out attacks at home.
According to the US National Counterterrorism Center, over 20,000 foreigners from 90 countries are suspected to have joined ISIL over the past three years.
