A representative of the Organization for Security and Co-operation in Europe (OSCE) visited the self-proclaimed Lugansk People’s Republic (LPR) in southeast Ukraine to assess the humanitarian situation on the ground, local media reported Saturday.

LUGANSK (Sputnik) – Toni Frisch, OSCE envoy and the Trilateral Contact Group on Ukraine humanitarian subgroup coordinator, told the LuhanskInformCenter he spoke with local leadership and its population and observed issues with water supplies during the visit.

The envoy added that he planned to visit northern Lugansk territories under Ukrainian government control.

The subgroups on political, economic, security and humanitarian issues were outlined in the Minsk ceasefire agreement worked out by the so-called Normandy quartet and signed by sides to the Ukrainian conflict.

Russian, Ukrainian, French and German leaders signed the Minsk deal in the Belarusian capital on February 12 with a view to end the conflict between Ukrainian government forces and independence militias in Donbass.
