"We highly appreciate the decisions taken by the Council of Europe in this regard on the initiative of Mr. Jagland," Lavrov said after the meeting with CoE Secretary General Thorbjorn Jagland.
Earlier in the day, a bill to pardon those involved in the deadly Odessa fire was submitted to the Ukrainian parliament. The case has aroused a great deal of controversy over who is responsible for the May 2 blaze at a Trade Unions House, which killed up to 50 anti-Kiev protesters.
"Especially, when it concerns the special group, which is helping to investigate crimes on [Kiev's] Maidan from autumn 2013 until February 2014, and to facilitate the investigation of crimes committed on May 2, 2014 in Odessa."
The success of the work of the Council of Europe (CoE) depends on equal respect of interests of all its member-countries, Sergei Lavrov said.
"Only the equal implementation of rules for all countries could guarantee the future existence of the Council of Europe and its development in the interest of all countries."
Lavrov also praised a number of Council of Europe initiatives in the settlement of the Ukrainian crisis, especially the presence of CoE experts in all regions of Ukraine to study the issues related to the reform of local self-government and decentralization.
