Council of Europe Urges Czech Republic to End Castration of Sex Offenders

The Council of Europe anti-torture committee called on the Czech Republic on Tuesday to put “a definitive end” to surgical castration of persons convicted of sex crimes.

MOSCOW (Sputnik) — In an official report, the European Committee for the Prevention of Torture said it “urges the Czech authorities to put a definitive end to the use of surgical castration in the context of treatment of sex offenders and to amend the relevant legal provisions accordingly.”

The committee noted the country’s new legal framework on the matter, as well as a “significant decrease” in the use of this punishment over the past years.

“However, the Committee emphasizes that this in itself cannot remove its fundamental objections to the intervention,” it said.

The anti-torture group also said it received allegations that inmates with learning disabilities had been subjected to abuses by custodial staff.

According to the report, “allegations were heard that inmates with a learning disability had been made by custodial staff to dance, bark, eat grass and drink water from a bucket.”

The Council of Europe's anti-torture committee is unique in its unlimited access to detention facilities, police stations and psychiatric hospitals in Europe.
