Situation Still Tense in Eastern Ukraine, Could Escalate at Any Time
BRUSSELS (Sputnik) — The situation in Ukraine has largely improved since the adoption of the Package of Measures in Minsk, but it is not perfect yet, High Representative of the Union for Foreign Affairs and Security Policy, Federica Mogherini, said Friday.

"The situation is much better than before, but it is not perfect yet," Mogherini said at the German Marshall Fund's Brussels Forum 2015.

"There is no black or white, there is a situation which is better than before the Minsk agreements, even with some violations," Mogherini said.

Ukraine's southeast was engulfed in a bloody conflict since April, 2014 when Kiev launched a military operation to suppress independence supporters of Donbas. According to UN estimates, the conflict claimed more than 6,000 lives.

In mid-February, during a Normandy Format meeting in the Belarusian capital, the leaders of Russia, France, Germany and Ukraine elaborated new Minsk agreements, a 13-point plan aimed at facilitating Ukrainian reconciliation process. The measures envisioned a ceasefire that entered in force on February 15, the pullout of heavy weapons from the contact line between Kiev and Donbas militias, as well as an all-for-all prisoner exchange and certain amendments to Ukrainian constitutions.

On Thursday, Russian Foreign Minister Sergei Lavrov called for a new round of Normandy Format of talks on the Ukrainian conflict. The next meeting on the level of deputy foreign ministers is to be focused on implementation of Minsk agreements.
