Artillery Fire Heard in East Ukraine Luhansk After Ceasefire – OSCE

Artillery fire was heard in Luhansk after the ceasefire, according to the statement of the chief of Organization for Security and Co-operation in Europe (OSCE) Special Monitoring Mission in Ukraine Ertugrul Apakan.

KIEV, (Sputnik) – Artillery fire was heard in the eastern Ukrainian city of Luhansk after the ceasefire was enforced, the chief of Organization for Security and Co-operation in Europe (OSCE) Special Monitoring Mission in Ukraine said Sunday.

"In the Luhansk region, outgoing artillery rounds being fired were heard in Luhansk city at 01:45 [23:45 GMT]," Ertugrul Apakan said during a press briefing in Kiev.

The ceasefire took effect on Sunday at midnight Ukrainian time (February 14, 22:00 GMT).

Ceasefire Holds in Most Parts of Luhansk Region – Governor
According to Apakan, artillery fire was also heard in an area 21km [13 miles] from Luhansk.

The truce agreement was a part of the deal between Ukraine and independence militias, brokered by the leaders of Russia, France and Germany on Thursday.

The agreement stipulates that the OSCE must conduct a thorough monitoring of the ceasefire. The organization's Special Monitoring Mission has been reporting on the situation in Ukraine since March 2014.
