Representative of the self-proclaimed Donetsk People's Republic stated that Kiev's envoy to the Contact Group talks on Ukraine reconciliation must have an official mandate.

MOSCOW, February 2 (Sputnik) Kiev's envoy to the Contact Group talks on Ukraine reconciliation must have an official mandate and have the authority to sign documents on behalf of the Ukrainian government, a representative of the self-proclaimed Donetsk People's Republic at the talks said Monday.

"It is not important for us who would represent Kiev as long as this person has the necessary authority to take part in talks at this level, with officially confirmed mandate," Denis Pushilin told reporters in Moscow.

Pushilin stressed it was irrelevant whether this person would be former president Leonid Kuchma or any other individual.

The latest meeting of the Contact Group on Ukraine took place January 31 in the Belarusian capital of Minsk. The meeting was attended by the representatives of DPR and Luhansk People's Republic (LPR), Kuchma, Russian Ambassador to Ukraine Mikhail Zurabov and the Organization for Security and Co-operation in Europe (OSCE) envoy, Heidi Tagliavini.

DPR and LPR representatives pointed out that the former Ukrainian president was not officially appointed as a Ukrainian representative at the talks. Kuchma accused the pro-independence forces of breaking the talks down because the DPR and LPR leaders were not present at the meeting. The parties failed to reach an agreement during the Saturday negotiations.
