BRUSSELS (Sputnik) — The accusations against the five countries are based on a "comparison of the domestic price with the export price (at ex-works level) of the product under investigation when sold for export to the [European] Union," according to the journal.

"The European Commission…has received a complaint pursuant to Article 5 of Council Regulation…of 30 November 2009 on protection against dumped imports from countries not members of the European Community…, alleging that imports of certain hot-rolled flat products of iron, non-alloy or other alloy steel originating in Brazil, Iran, Russia, Serbia and Ukraine, are being dumped and are causing material injury to the Union industry," the Commission said.

The complaint was filed by the European Steel Association (Eurofer) on May 23 on behalf of producers representing over 25 percent of total EU production of certain hot-rolled flat iron products.
