Winter Package on Russian Gas Deliveries to Ukraine Finalized

According to the Ukrainian Energy Minister, Russia, Ukraine and EU have finalized the gas talks, aimed to find an interim solution to the standoff over Ukraine’s unpaid gas bills and the "Winter Package" plan will be signed at upcoming press conference.

BRUSSELS, October 31 (RIA Novosti) — Ukraine, Russia and the EU have coordinated all the details of the interim agreement on Russian gas deliveries to Ukraine through March 2015, the signing is expected at the upcoming press conference, Ukrainian Energy Minister Yuriy Prodan told RIA Novosti.

A source in one of the delegations later confirmed that the final agreement had been reached.

Russia and Ukraine on Thursday held the final round of talks, mediated by the European Commission, to find an interim solution to the standoff over Ukraine’s unpaid gas bills and the price Kiev will pay for Russian gas supplies during the upcoming winter.

In September, Russia and the European Commission proposed the so-called winter package, according to which Ukraine should pay $3.1 billion of its debt to Russia by the end of the year in exchange for gas deliveries during the winter period.

Up until today, Ukraine has received gas only through reverse flows as Russian energy giant Gazprom switched the country to a prepayment system over its gas debt of more than $5 billion.
