CENTRAL BANK HEAD ON CENTRAL BANK STRATEGY

MOSCOW, July 15 (RIA Novosti) - The management of the Dialog-Optim Bank is conducting negotiations with potential purchasers. Chairman of the Bank of Russia Sergei Ignatyev told reporters about it on Thursday.

"There is a number of organisations of investors but so far I cannot name them," he said.

Representatives of the Dialog-Optim Bank have refused to comment on the words of the Central Bank's chairman. They only said that of late the bank received many proposals on purchasing it.

However, on July 9 the Dialog-Optim Bank issued a statement about a serious and constant improvement of the situation concerning private depositors in July after a sharp increase in their activity in June. "We have succeeded in putting the situation under an effective control, stabilising and bringing it to a final settlement," the statement underscored.

Sergei Ignatyev also said that "there are certain hopes with regard to the Paveletsky Bank." But he did not specify what he had in mind.

The Chairman of the Bank of Russia said that the Central Bank would render a material support to the Vneshtorgbank which has stated its intention to buy the Guta Bank. According to him, with this aim in view the Central Bank will place a deposit with the Vneshtorgbank to a value of 700 million dollars.

The Central Bank is also ready to expand the list of assets that can be pledged for bank loan disbursements.

According to Sergei Ignatyev, the Central Bank plans to include into this list the securities of the subjects of the Federation.

"We shall take a decision about it in the course of this week," he said.

Sergei Ignatyev also noted that it was very important today to intensify the market of inter-bank credits.

":For this reason I very much welcome the initiative of the Savings Bank which is ready to play the role in intensifying this market," he said. "The Savings Bank has profit-making resources necessary to support the market of inter-bank credits at a previous level."

The Chairman of the Central Bank also said that the list of the banks included into the system of insuring bank deposits of natural persons will appear at the beginning of August.

Sergei Ignatyev unequivocally gave it to understand that the Central Bank did not set the task of reducing the number of banks and their amalgamation.

"It is not necessary to set the aim of cutting down the number of banks by all means and to amalgamate them," Ignatyev said.

According to him, natural market processes will lead to this situation.

The head of the Central Bank noted that the process of merger and absorption of banks are already going on. "The only thing that must be done is to ensure a legislative support of them," Sergei Ignatyev said.

He also pointed out that the Central Bank did not intend to increase the role of state banks and the subsidiary foreign banks in Russia.
