RUSSIA'S GOVERNMENT INTENDS TO REFORM THE BUDGET PROCESS - FRADKOV

MOSCOW, April 14 (RIA Novosti) - The Russian government intends to reform the budget process, said Russia's prime minister Mikhail Fradkov addressing members of the Federation Council (the parliament's upper chamber).

In his words, the government will examine a concept for reforming the budget process at its session the nearest Tuesday.

"The budget should become an instrument of the state's purposeful policy," the prime minister noted.

Previously, the government set its aims proceeding from the available resources, Mr. Fradkov said. However, in order to ensure an economic breakthrough, we need a "target-oriented management system" under which resources will be found proceeding from the goals set.

In Mr. Fradkov's words, these changes will become one of the elements of a new management system oriented to the implementation of strategic tasks.

Another aspect of the reform is the liberation of the bodies of authority from excessive functions, their transfer to self-governed and public organisations and to businesses, the prime minister said in conclusion.
