RUSSIAN PREMIER CALLS ON BUSINESS COMMUNITY TO INVEST IN INFRASTRUCTURE

MOSCOW, April 8 (RIA Novosti) - Russian Prime Minister Mikhail Fradkov has called on the business community to invest in the development of this country's economic infrastructure.

Speaking Thursday at a meeting with the leadership of the Russian Union of Industrialists and Entrepreneurs, Fradkov pointed out that the government and the business community should join hands to raise the quality of the national economy's infrastructure and its technological potential.

Fradkov reminded his audience that for more effective interaction with business structures, the Cabinet has set up a Competitiveness Council on the basis of the earlier established Council for Entrepreneurship. "We will use the key of competitiveness to try to unlock our potentialities," he said. The Premier also said the Cabinet of Ministers expected that by creating a new, transparent government structure, one that is free of redundant functions, it will be able to raise the responsibility and transparency of the business community.

The primary goal of cooperation between the government and the business circles should be the creation of a fair competitive environment and equal access to resources, Fradkov said.

In his opinion, the government and the business community should work together to achieve an economic breakthrough. "We need to find a consensus , which is a prerequisite for the provision of access to our common resources; this is especially important now that this country positions itself in the world [arena] in a different way, raising its competitiveness," the Prime Minister pointed out.

The Russian economy should move, as fast as possible, away from the dependence on price fluctuations on the world's commodity markets, Fradkov pointed out. He called for concrete measures to raise the Russian economy's competitiveness in manufacturing industries.

The government and the business community should coordinate their actions to effectively deal with economic bottlenecks and find ways of boosting growth, the Russian Prime Minister pointed out.
