MOSCOW, MARCH 14, 2004 RIA NOVOSTI - The Russian economy's growth rate may drop to 4 percent unless the government takes urgent steps to consolidate the positive economic tendencies, warns Former Russian Prime Minister Mikhail Kasyanov.

Speaking to the media today, the ex-Premier said that groundwork for next year's tax and social reforms should have been started this past February. If it fails to submit enabling draft legislation to Parliament before April, the Cabinet will have difficulty forming a budget capable of supporting the positive tendencies of growth, he noted.
