The forum's draft recommendations point out that the most important task for ensuring Russia's economic security, its energy independence and the stable supply of the country with energy resources is to fulfil Russia's energy strategy for the period of up to 2020 which was adopted in 2003. The document notes the necessity of "a serious work on forming a legal basis in the fuel and energy sphere."
