OECD APPROVES RUSSIAN RAIL REFORM

MOSCOW, FEBRUARY 3 (RIA NOVOSTI) - OECD experts approve a railway reform underway in Russia. They offered a positive review of it to a session their Russian colleagues had in Moscow today with Jack Short, president of the European conference of transportation ministers.

A recent reorganization divided railway economic managerial duties from government management of Russian Railways to establish a joint-stock company of that name. The Organization for Economic Cooperation and Development finds the innovation a great success. Its experts approve blueprints to increase financial transparency-in particular, introduction of international accounting standards and a gradual end to cross-subsidies. They have an equally high opinion of measures to provide all carriers with non-discriminatory access to Russian railways and their infrastructure.

The OECD recently repeated its appeal to the Russian top to analyze the country's prospects to join the organization, say our informants in Russian Railways Co. Company functionaries think the encouraging review is of great importance in that context.
