WILL RUSSIA DRAW FOREIGN LOANS AGAIN?

MOSCOW, January 28, 2003. (RIA Novosti) -- In 2005 Russia will have to return to the practice of drawing foreign loans, primarily for the development of motor roads, Vladimir Yakovlev, Vice-Premier of the Russian Government, said addressing the conference devoted to Russia's transport strategy in the European Business Club.

"Taking into account our debt commitments we did not draw new loans for this year, but beginning from 2005 we won't be able to solve the problem without drawing such loans," the Vice-Premier said.

According to Yakovlev, he meant first of all loans from the European Bank for Reconstruction and Development, the International Bank for Reconstruction and Development and the European Union's Investment Bank with which the talks have already begun.
