    PRIME MINISTER KASYANOV TO SPEAK AT PLENARY MEETING OF STATE DUMA

    MOSCOW, January 16 (RIA Novosti) - On Friday Russia's Prime Minister Mikhail Kasyanov will address the plenary meeting of the State Duma (parliament's lower chamber).

    He told journalists that he counts on discussing with the deputies and agreeing upon the priorities of the country's social and economic development and priority draft laws.

    According to the Premier, tax laws which must cap the tax reform, as well as laws on delimitation of powers among the levels of power must be among the first to be adopted, before the beginning of the formation of the budget for 2005.

    The prime task in the social sphere is to polish up the system of citizens' social insurance, which will enable the tax burden to be additionally reduced, he noted.

    The Premier classed the draft laws on nature-utilization problems also as priority ones.

    The documents which the government deems it necessary to adopt in the course of the spring session must be submitted to the State Duma before the end of March, Kasyanov said. He specified that some of them had already been submitted.
