A stomach-churning video of an inebriated man sexually violating a woman in full public view on a pavement of one of India's busiest cities - Vizag - surfaced Monday morning, unleashing a wave of shock across the country.

NEW Delhi (Sputnik) — A mentally challenged woman who was too weak to fight back was raped by a drug addict in broad daylight in the city of Vizag in southern India. The incident has sparked an intense debate on media platforms not only because the heinous crime happened in broad daylight but also because passersby chose to film the incident instead of rescuing the victim.

The police came to the crime scene after being alerted by a cab driver who too captured the attack on his mobile phone. According to the police, the accused — 23-year-old Ganji Siva was high on alcohol and drugs when he committed the crime. He has been arrested. The victim is a mentally challenged middle-aged woman who was forced to live in the pavement after being thrown out of home by her relatives.

"Apparently, she was very weak as she had not eaten for several hours and was sleeping on the footpath under the shadow of a tree, when Siva, in an inebriated condition assaulted her sexually," Visakhapatnam IV town police sub-inspector K Suresh told the local media.

​The video clip shows people walking past, while the man was sexually assaulting the woman.

"It clearly shows how the people have become insensitive to attacks on women," Suresh said.
