"A decentralized government, a small government, a crisis-management government with five or six ministers at maximum. The rest of the powers should be shared with municipalities and local governments with no marginalization" Gebril said at NATO Defense College Foundation event, as quoted by Al Arabiya.
The United Kingdom and France, backed by the United States, led an intervention in Libya in March 2011 against the country’s longtime leader Muammar Gaddafi. Since Gaddafi was overthrown, the country has remained at a political impasse, run by two rival administrations, and has been engaged in fighting Islamic State extremists, outlawed in Russia and many other countries.
