Officers killed one detainee after he attempted to escape, the ministry said as cited by the newspaper.
In the course of the raid, one suspect opened fire at police and took his wife and child hostage, before family members persuaded him to surrender.
Earlier in the year, Tunisia was shaken by two deadly shootings – at the Tunis Bardo National Museum in March and at a resort in the town of Sousse in June. The attacks, committed by Islamic State militants, together killed about 60 people, mostly foreign tourists.
On July 8, Tunisia began the construction of a concrete wall along its border with Libya to limit ISIL movement into its territory. ISIL is a religious extremist group notorious for its many human rights atrocities, including kidnapping and murder.
