LIVE UPDATES: UN to Launch Fact-Finding Mission on Attack in Elenovka

On Tuesday, the first ship carrying grain left the Port of Odessa and reached Istanbul, after Moscow and Kiev agreed on a deal to restore the flow of food and fertilizer via the Black Sea.

Russian and Donbass forces continue advancing amid the special operation, having liberated the territory of the Lugansk People's Republic from Kiev's troops last month. At the same time, the Ukrainian military continues to shell Donbass cities, including Donetsk.

Last Friday, the Ukrainian military hit a detention facility in Elenovka, DPR with a HIMARS rocket launcher. As a result, several dozen Ukrainian PoWs were killed. The Russian MoD noted that the attack was thoroughly planned by Kiev and approved by Washington, since Ukraine coordinates HIMARS strikes with the United States.

Over 25,000 People Evacuated From Ukraine, Donbas to Russia in Past Day - Defense Ministry

More than 25,000 people have been evacuated to Russia over the past 24 hours from dangerous areas of the Donetsk and Lugansk People's Republics (DPR and LPR) and Ukraine, head of the Russian National Defense Control Center, Col. Gen. Mikhail Mizintsev, who also leads Russia's humanitarian response coordination headquarters, said.

"Over the past day, without participation of the Ukrainian authorities, 25,233 people, including 4,097 children, were evacuated to the territory of the Russian Federation from dangerous areas of Ukraine and the Donbas republics," Col. Gen. Mizintsev said at a briefing.

He added that since the start of Russia's special military operation, more than 3 million people, including over 486,000 children, have been evacuated to Russia.

Russia Supplied Nearly 51,000 Tonnes of Humanitarian Aid to Ukraine, Donbas - Ministry

Since March 2, Russia has delivered nearly 51,000 tonnes of humanitarian cargoes to Ukraine and the Donbas republics, head of the Russian National Defense Control Center, Col. Gen. Mikhail Mizintsev, who also leads Russia's humanitarian response coordination headquarters, said.

Col. Gen. Mizintsev said three humanitarian events were held in the Donetsk People's Republic, the Kharkiv and Kherson regions on August 3.

Russia launched a special military operation in Ukraine on February 24 in response to calls by the Donetsk and Lugansk People's Republics for protection from Ukrainian troops. The Russian Defense Ministry said the goal of the operation, which targets Ukrainian military infrastructure, is to "demilitarize and denazify" Ukraine, and to completely liberate Donbas.

Russian President Vladimir Putin has said the operation aims to "protect people subjected to genocide by the Kiev regime for eight years." As of March 25, the Russian Armed Forces completed the main tasks of the first stage, significantly reducing the combat potential of Ukraine. Western nations have imposed numerous sanctions on Russia and have been supplying weapons to Ukraine.

Human Rights Group Says Ukrainian Fighting Tactics Endangering Civilians

The Amnesty International human rights group said that the Ukrainian forces' fighting tactics were endangering civilians.

According to the human rights watchdog, the Ukrainian forces are setting up military bases in residential areas, including schools and hospitals, as well as launching attacks from populated territories.

“We have documented a pattern of Ukrainian forces putting civilians at risk and violating the laws of war when they operate in populated areas ... Being in a defensive position does not exempt the Ukrainian military from respecting international humanitarian law," Amnesty International’s Secretary General Agnès Callamard said.

At the same time, the organization stressed that the violations of humanitarian law by Ukraine do not "in any way justify" what it called "indiscriminate Russian attacks."

"All parties to a conflict must at all times distinguish between military objectives and civilian objects and take all feasible precautions, including in choice of weapons, to minimize civilian harm," Amnesty International added.

Russia Regularly Informs IAEA About Ukrainian Attacks on Nuclear Plants - Foreign Ministry

Russia regularly informs the International Atomic Energy Agency (IAEA) about Ukrainian attacks on nuclear power plants, Russian Foreign Ministry Nonproliferation and Arms Control Department Deputy Director Igor Vishnevetsky said.

"We regularly inform the IAEA of these incidents and we disseminate informational brochures that anyone who wishes can familiarize themselves with," Vishnevetsky said during a discussion at the United Nations on Wednesday.

The diplomat explained that Russia has all the necessary proof, including photo and video evidence, that can confirm everything being said is the truth.

On July 18 and 20, Ukraine attacked power plants using unmanned aerial vehicles, or drones, Vishnevetsky said and provided photographs of the incidents.

Vishnevetsky is part of a Russian delegation that participates at the United Nations in discussing the Review Conference of the Treaty on the Non-Proliferation of Nuclear Weapons (NPT).

Some United Nations member states referenced the dangers in the current crisis in Ukraine and Russia used its right of reply in the debate to show its position and some of the supporting information it possesses.

UK Finance Minister Advocates Allocating Another $3.56Bn in Aid to Ukraine – Reports

MOSCOW (Sputnik) - UK Chancellor of the Exchequer Nadhim Zahawi has proposed that the United Kingdom commit 3 billion pounds ($3.56 billion) to Ukraine to fund military contracts and reconstruction projects, Sky News broadcaster reported on Wednesday, citing Zahawi’s letter to the UK cabinet.

According to the media, Zahawi has sent a letter appealing for additional financial aid to Ukraine to International Trade Secretary Anne-Marie Trevelyan, with copies to the Defense Department, Foreign Office and UK Prime Minister's office.

"[It is] essential that we continue supporting the government of Ukraine in any way we can and demonstrating our faith in the future of Ukraine," the letter was quoted as saying by Sky News.

The funds should be provided through the UK Export Credit Agency, with 2.3 billion pounds to be earmarked to finance military contracts determined by the Ukrainian government. The remaining 700 million pounds should be devoted to Ukraine's reconstruction projects.

After Russia launched its military operation in Ukraine, the UK has allocated to Kiev over 2 billion pounds in military assistance and over 1.5 billion pounds in economic and humanitarian aid.

Finland Advises Stores to Stop Selling Luxury Items to Russians - Foreign Ministry

HELSINKI (Sputnik) - The Finnish foreign ministry on Wednesday recommended that the country's stores check buyers' passports when selling luxury items to avoid selling sanctioned goods to the Russian nationals.

"The sale of sanctioned goods is prohibited if the items are intended to be used in Russia. Stores should refuse to sell the goods if it becomes obvious that the buyer intends to transfer the goods into Russia," the ministry said in a statement obtained by Finnish public broadcaster YLE.

It is not always easy for the seller to identify whether the goods would be used in Russia or in other country, only if a buyer purchases it as a tax-free item, it added.

In July, the Finnish customs conducted an intensified screening at the Finnish-Russian border to establish possible violations of the EU sanctions imposed over Moscow's special operation in Ukraine.

The reporter was injured during an attack simulation to distract the attention of the Ukrainian forces, it added.

Guterres: UN to Launch Fact-Finding Mission on Attack in Elenovka

UNITED NATIONS (Sputnik) - The United Nations is launching a fact-finding mission to investigate a strike on a prison in the Russian-controlled Donetsk region which killed Ukrainian POWs, Secretary-General Antonio Guterres said on Wednesday.

"I decided in line with my own competencies and powers to launch a fact-finding mission. I have no authority to do criminal investigations but to launch a fact-finding mission. Terms of reference for the fact-finding mission are being prepared at the present moment. They will be shared with the government of the Russian Federation and the government of Ukraine," Guterres told a briefing.

The Elenovka detention center, hosting Ukrainian prisoners of war, was attacked by Ukrainian troops with US-supplied High Mobility Artillery Rocket Systems (HIMARS) in late July, the Russian Defense Ministry said. The strike killed 50 people and wounded over 70.

Inspection Starts at RAZONI Ship Carrying Grain From Odessa

Our Sputnik correspondent reported that a group of inspectors, which includes representatives from Russia, Ukraine, Turkey, and the UN, has embarked for the RAZONI ship. The inspection is underway and it is expected to take around an hour.

RAZONI is the first vessel carrying grain from Odessa since the sides agreed to restore the flow of grain and fertilizers via the Black Sea to avoid a food crisis.

"The Joint Inspection Team reached the corn-laden cargo ship RAZONI anchored at the Black Sea entrance of the Bosphorus, and the inspection began on board," a tweet from the Turkish MoD says.
