The Russian army and allied forces of the Donetsk and Lugansk People's republics continue to advance as part of the special military operation in Ukraine which aims to liberate the Donbass region and demilitarize and de-Nazify the country.
In the wake of the Ukrainian forces' attack at a pre-detention facility for Ukrainian prisoners of war in Elenovka in the DPR on Friday, Russia has invited the UN and the Red Cross to conduct an independent investigation of the shelling.
According to the Russian Defense Ministry, the Elenovka center was shelled by Ukrainian forces using High Mobility Artillery Rocket Systems (HIMARS) supplied by the US. The death toll from the strike at present stands at 50, and the number of injured is 73, according to the ministry.

Some NATO States Support Recruitment of Foreigners by Kiev - Russian Foreign Ministry
A number of NATO countries implicitly support Kiev’s efforts to recruit foreign citizens to participate in hostilities in Donbass, the Russian Foreign Ministry's Department for New Challenges and Threats chief, Vladimir Tarabrin, told Sputnik.
"The Russian Federation is closely monitoring the recruitment of foreign nationals by the Ukrainian authorities, with the tacit support of individual NATO countries, to fight in eastern Ukraine on the side of the Kiev regime," Tarabrin said.

He emphasized that the recruitment process involves not only NGOs (non-governmental organizations), but also Ukrainian diplomatic representatives abroad, which runs counter to a number of international agreements, such as the 1961 Vienna Convention on Diplomatic Relations.

All Miners Rescued After Ukrainian Shelling Leaves DPR Mine Without Power - Coal Ministry
All workers from the two coal mines in the Donetsk People's Republic (DPR) where Ukrainian troops’ shelling caused complete blackouts on Sunday, have been rescued, the DPR coal ministry said.

"All miners from the Skochinsky mine have been brought to the surface. No casualties," the ministry said on Telegram.

On Sunday, the DPR coal ministry said that Ukrainian shelling had caused blackouts in the Skochinsky and Abakumov mines, leaving at least 70 miners trapped underground.

There were a total of 72 workers at the Skochinsky mine when electricity got cut off, and another five at the Abakumov mine, according to the ministry.

ICRC Ready to Send Experts to Elenovka, Spokesman Says
The International Committee of the Red Cross (ICRC) told RIA Novosti on Sunday that it is ready to deploy specialists to the Donetsk People's Republic (DPR) town of Elenovka (Olenivka) and that this matter is being discussed with the Russian Defense Ministry.
"We are ready to deploy to Olenivka. We already have medical, forensic, and humanitarian teams working in the vicinity since we have been present in Donetsk since 2014. It is imperative that the ICRC be granted immediate access to the Olenivka facility, and other places where the wounded and dead might have been transferred in order to carry out its humanitarian mission," ICRC spokesman Ewan Watson said.
"As of yet, we have received no official confirmation granting us access to visit the site or the PoWs affected by the attack, and, to date, our offer of material assistance has not been yet responded to. Though we are in contact with the Russian Ministry of Defense on the matter," Watson added.

Ukrainian Shelling Causes Blackout in Two Coal Mines in DPR, Over 70 Miners Trapped Underground, Republic's Coal Ministry Says
Ukrainian shelling caused blackouts in two coal mines in the Donetsk People's Republic (DPR) on Sunday, leaving at least 70 miners trapped underground, the DPR coal ministry said.

"As a result of yet another shelling of Donetsk by Ukrainian militants ... two coal facilities were left without electricity. The Skochinsky mine and the Abakumov mine of the Donetsk Coal Energy Company were left without electricity," the ministry said on Telegram.

At the time of the blackouts, there were 72 miners working underground at Skochinsky and five at Abakumov, according to preliminary estimates. A rescue operation has been launched for them, the DPR ministry said.

Drone Attack on Russian Black Sea Fleet Carried Out From Within Sevastopol, Senator Says
The drone attack on the headquarters of Russia's Black Sea Fleet in Sevastopol was carried out from inside the city on the Crimean Peninsula, Crimean senator Olga Kovitidi said.

"The attack was certainly carried out not from outside but from the territory of Sevastopol. Search operations are underway in the city to find the organizers of this terrorist attack, and they will be found by the end of the day," Kovitidi said.

The senator emphasized that the incident will be considered as terrorist attack.

A Ukrainian drone struck the courtyard of the Black Sea Fleet headquarters in Sevastopol in the early hours of Sunday. The Black Sea Fleet’s press office specified that a low-power explosive device attached to the improvised drone exploded at the headquarters. The blast injured six people, according to the Governor of Sevastopol, Mikhail Razvozhayev.

Sevastopol canceled all festive events in honor of Russian Navy Day on July 31 for security reasons.

First Ship With Ukrainian Grain May Depart on Monday, Erdogan's Spokesman Says
There is a high probability that the first ship with grain cargo will depart from Ukraine on August 1, Turkish presidential spokesman Ibrahim Kalin said on Sunday.

"The first ship carrying Ukrainian grain may depart tomorrow morning," Kalin was quoted as saying by Turkish newspaper Star.

Grain shipments in the Black Sea are expected to resume in the near future under agreements brokered by the United Nations at Istanbul-hosted four-way talks with Russia, Ukraine and Turkey on July 22. Shipments of Ukrainian grain will have unlocked three Black Sea ports — Odessa, Chernomorsk and Yuzhnoye.
