US Slaps Sanctions on China-based Entities Accused of Working on 'Brain-control Weaponry'

The United States has used sanctions extensively to target countries that fail to line up with Washington's vision of a "rules-based international order." The departments of state, commerce and Treasury presently have sanctions in place against over two dozen countries around the world.
The US Department of Commerce updated its entities list on Thursday, adding over three dozen companies and entities from China, Georgia, Iran, Malaysia, and Turkey.

Among the targeted entities are China's Academy of Military Medical Sciences and 11 of its research institutes, based on claims that these organisations have sought to "use biotechnology processes to support Chinese military end-uses and end-users, to include purported brain-control weaponry."

The restrictions also include the designation of three companies accused of supplying or attempting to supply Iran with US-origin items for the Islamic Republic's advanced conventional and missile programmes.
"Today, the US Commerce Department's Bureau of Industry and Security took action to address the ongoing threats to US national security and foreign policy presented by the People's Republic of China's efforts to develop and deploy biotechnology and other technologies for military applications and human rights abuses," the department said in a press statement.
"BIS is also taking action against entities operating in the PRC, Georgia, Malaysia and Turkey for diverting or attempting to divert US items to Iran's military programmes," the statement added.
"The scientific pursuit of biotechnology and medical innovation can save lives. Unfortunately, the PRC is choosing to use these technologies to pursue control over its people and its repression of members of ethnic and religious minority groups," Secretary of Commerce Gina Raimondo was quoted as saying.
"We cannot allow US commodities, technologies, and software that support medical science and biotechnical innovation to be diverted toward uses contrary to US national security," she added.
The Commerce Department and Raimondo did not elaborate on its Chinese "brain-control weaponry" allegations.
However, the designations come on the heels of a report in the Wall Street Journal last week suggesting that the Massachusetts Institute of Technology has been engaged in collaborative research on the human brain with Chinese researchers and that this information may have been forwarded for use by the Chinese military.
MIT's McGovern Institute for Brain Research issued a response to WSJ's report, indicating that there was only one "active" area of research collaboration with China at the moment, and that it was related to the identification and creation of treatments for severe autism and debilitating neurological disorders. The institute stressed that the project was "thoroughly vetted and approved" by the US National Institutes of Health in 2019, and indicated that the school receives no funding from China for the research.

Major powers are known to have engaged in extensive research into human and animal brains for military purposes for decades. Research in this field is known to go back to the Cold War. In 2018, researchers obtained a massive trove of documents on MKULTRA, a secret CIA programme that engaged in mind control experiments on people and animals, revealing that among other things, the agency sought to create living machine remote control dogs and "electric fishes" fitted with electronic implants and to test experimental mind-control drugs on unwilling human test subjects such as prison inmates. The USSR was known to have engaged in similar research, but to have focused on parapsychological experimentation and artificial mind control devices rather than the use of narcotics and brain implants.
The MKULTRA programme began in the early 1950s and was closed down completely in 1973, Since that time, secretive research into mind-control weapons, mind-reading electronics, and related areas has continued.
