Sometimes people just forget who they are or how to do some everyday task for whatever reason - the brain just freezes. So, it's hardly surprising that animals can also get into those strange situations.
This little bird obviously can fly, but it still prefers to run away from a huge wave, that is flooding the beach. It is difficult to understand why it is not flying, but maybe the little creature wants to stay fit and it is trying out a bit of a jogging routine as an alternative to flying to warm up before a swim.
