Live Updates: Armenian Prime Minister Presents Road Map of Gov't Priorities After Karabakh Crisis

YEREVAN (Sputnik) - The road map includes a programme to reform the armed forces, steps to overcome the consequences of the coronavirus pandemic, and restoring the economy, changes to the electoral code, and adoption of a law on political parties, and measures to create an anti-corruption court.

Armenian Prime Minister Nikol Pashinyan on Wednesday presented a road map of the government's actions amid the tense domestic political situation in light of the Karabakh conflict. The strategy envisions reform of the armed forces and the electoral legislature.

"I am responsible for overcoming this situation, for ensuring stability and safety", Pashinyan said in a statement, outlining the key provisions of the road map.

Last week, the heads of Armenia, Azerbaijan, and Russia adopted a joint statement on the cessation of hostilities in Nagorno-Karabakh from 10 November.

Under the terms of the deal, Azerbaijan retains control of the territories it captured during the conflict, while Russia will deploy peacekeepers along the line of contact of the warring parties and to the Lachin corridor connecting Nagorno-Karabakh with Armenia.

YEREVAN (Sputnik) - A total of 2,425 Armenian servicemen have been killed since the long-simmering dispute in the unrecognized republic of Nagorno-Karabakh was reignited in late September, the Armenian Health Ministry said on Wednesday.

"As of Tuesday evening, our forensic medical service has examined 2,425 bodies of dead servicemen," Minister Arsen Torosyan told reporters, adding that 250 bodies were yet to be identified.

The army's data lists 1,585 dead troops.

Armenian President Armen Sargsyan appointed Ara Ayvazyan a new foreign minister, according to the decree published Wednesday.

Ayvazyan previously served as a deputy foreign minister. On Monday, Sargsyan signed off on the departure of Foreign Minister Zohrab Mnatsakyan.

"We have information that some Western countries use existing channels to provoke Armenian and Azerbaijani nationalists to discredit and derail the ceasefire agreement", Russian Foreign Intelligence Service Sergey Naryshkin said.

According to the official, Armenians are told that ceasefire in Nagorno-Karabakh is the defeat of Yerevan, Azerbaijani are told that the Kremlin "stole their victory."

"The United States and its allies are upset that the war was stopped with Moscow's mediation. This, basically, negated their years of work to squeeze Russia out of the Caucasus region", Naryshkin said.

Washington and Brussels try to pit Armenia and Azerbaijan against each other to dismantle the regional balance of power, the chief of intelligence said.

"Acting Foreign Minister Artak Apitonyan will take place of Zohrab Mnatsakanyan today," the deputy parliament speaker, Lena Nazaryan, said Wednesday.

On Monday, Armenian President Armen Sargsyan accepted the resignation of Foreign Minister Zohrab Mnatsakanyan.

"Russian peacekeepers have set up an operational headquarters in Stepanakert. The ceasefire is in force all along the contact line", the spokesman for the Russian Defence Ministry, Maj. Gen. Igor Konashenkov told a briefing.

According to the spokesman, 648 refugees have returned from Armenia to Nagorno-Karabakh in the past 24 hours.

At the moment, Russian peacekeepers are working at 23 observational points in the area, the spokesman said.

"All of our neighbours have supported the statement [on Karabakh ceasefire]. Our two neighbours, Russia and Turkey, will take part in operations that ensure security of the Armenia and Azeri nationals", President of Azerbaijan Ilham Aliyev said as quoted by news agency AZERTAC.

"The Armenian defenсe minister expressed support for creating in Nagorno-Karabakh a Russian interdepartmental centre for humanitarian response, which will deal with refugee return, civilian infrastructure recovery, search for those killed, captured and missing and coordination of activities of various humanitarian organisations. An agreement was reached to sign, if such a need arises, a trilateral document in this sphere between the defense ministries of the Russian Federation, Armenia and Azerbaijan", the Armenian Defence Ministry said in a statement.

"The number of Russian peacekeepers is determined by a relevant statement ... We are guided by what it says. This is not on the agenda currently", Russian Deputy Foreign Minister Andrey Rudenko told reporters.

The diplomat expressed hope that the developments in Armenia — where protesters oppose the Karabakh ceasefire agreement, which they see as a defeat for their country — would not result in destabilisation in Karabakh.

"We expect that this will not trigger a new wave [of escalation]", Rudenko told reporters.

There is no deadline for determining the status of Nagorno-Karabakh, since this is "a very sensitive issue," the deputy foreign minister added.

The upper chamber of the Russian parliament (the Federation Council) has given its consent to deploying the Russian Armed Forces to Nagorno-Karabakh as part of a peacekeeping mission, responding to a request by Russian President Vladimir Putin.

The Russian upper chamber's committees dealing with defence, international affairs, and lawmaking earlier recommended that the upper chamber give its consent to President Vladimir Putin to use the armed forces in the peacekeeping operation in Nagorno-Karabakh, a source told Sputnik on Wednesday.
