Live Updates: Russian Defence Ministry Setting Up Humanitarian Response Centre in Stepanakert

On 9 November, Armenia and Azerbaijan agreed upon a Russia-brokered deal to cease hostilities in the Nagorno-Karabakh region. The agreement calls for Yerevan to cede large swathes of territory to Baku, and stipulates the deployment of around 2,000 Russian peacekeepers in Nagorno-Karabakh.

Armenia was due to begin handing over disputed territory to Azerbaijan on 15 November as part of a ceasefire agreement that ended six weeks of hostilities over the Nagorno-Karabakh region, however, Baku has given Armenian troops an extra 10 days to leave the Kalbajar district ahead of its takeover by Azerbaijani forces.

According to an Azerbaijani presidential aide, Yerevan asked Baku through Russia for more time to withdraw troops.

The Aghdam and Lachin districts will be ceded to Azerbaijan as stipulated by the ceasefire deal on 20 November and 1 December, respectively.

Meanwhile, according to the Russian Defence Ministry, about 250 residents of Nagorno-Karabakh's capital, Stepanakert, have already returned to their homes as the first nine buses with refugees arrived in the city following the deployment of Russian peacekeepers.

On Saturday, the commander of the recently-deployed Russian peacekeeping contingent, Rustam Muradov confirmed that Armenia and Azerbaijan are adhering to a ceasefire in Nagorno-Karabakh, and the situation in the war-torn region is stabilising.

Russia's peacekeeping mission is comprised of around 2,000 troops that will be deployed in Nagorno-Karabakh for at least five years. Armenia and Azerbaijan agreed to end hostilities earlier this week with Russia's mediation.

The fighting between Armenia and Azerbaijan in Nagorno-Karabakh erupted in late September and raged for six weeks, leaving at least 2,317 soldiers dead on the Armenian side. Baku hasn't revealed its military casualties so far.

The Nagorno-Karabakh conflict flared up in the late 1980s, with the predominantly Armenian-populated autonomy proclaiming independence from Azerbaijan in 1991. As a result, Baku and Yerevan waged a full-scale war for the area between 1992 and 1994 that claimed the lives of around 40,000 troops and civilians from both sides.

A ceasefire was signed in 1994, but the conflict remained frozen, and the self-proclaimed Nagorno-Karabakh Republic still continues to be an unrecognised state.

Armenia's 17 opposition political parties are planning to hold a rally in Yerevan on November 16 to demand the resignation of Prime Minister Nikol Pashinyan, former Deputy Speaker of the National Assembly and member of the Republican Party's executive body Eduard Sharmazanov said on Sunday.

"Tomorrow, at 5 p.m. [local time, 13:00 GMT], we will hold a rally. We will tell the public about our programs. The fight will continue, Pashinyan must leave, he has exhausted his credibility. We do not need a losing leader, we do not need a leader, as a result of whose steps we received a war [in Karabakh] and a document on surrender," Sharmazanov said.

Mass opposition rallies have been taking place in Yerevan for several days, with protesters demanding Pashinyan's resignation after he agreed to a ceasefire agreement with Azerbaijan concerning the conflict in the breakaway republic of Nagorno-Karabakh. The agreement resulted in the loss of most territories controlled by the Armenian-majority self-proclaimed republic.

Russian peacekeepers monitor the observance of the ceasefire in the disputed Nagorno-Karabakh region at nine posts in the southern zone of responsibility and nine in the northern one, the Russian Defence Ministry said on Sunday.

"Control over the observance of the ceasefire [in Karabakh] is currently carried out by peacekeeping units at nine observation posts in the southern zone of responsibility and nine in the northern zone," the ministry said in a statement.

The ministry added that units of the peacekeeping 15th separate motorized rifle brigade completed the deployment of observation posts in the northern zone of responsibility on Saturday.

Russian Foreign Minister Sergey Lavrov held a phone conversation with his Armenian counterpart, Zohrab Mnatsakanyan, to discuss implementation of the ceasefire-related agreements in the disputed Nagorno-Karabakh region, the Russian Foreign Ministry said on Sunday.

"The ministers discussed the implementation of the joint statement of the leaders of Azerbaijan, Armenia and the Russia of November 9, including tasks related to the deployment of Russian peacekeepers to the zone of the Nagorno-Karabakh conflict and ensuring the effective fulfillment of their mandate," the statement said.

Lavrov also informed Mnatsakanyan in detail about the plans of the interdepartmental center for humanitarian response, established in Stepanakert in accordance with the Russian presidential decree on November 13.

Earlier in the day, the Russian foreign minister discussed the implementation of Nagorno-Karabakh ceasefire with his Azerbaijani counterpart Jeyhun Bayramov.

"The ceasefire is observed along the entire line of contact," the statement said.

The ministry noted that in accordance with the recently reached agreements, the exchange of bodies of killed servicemen continued between the conflicting sides in Nagorno-Karabakh.

he Russian Ministry of Emergency Situations on Sunday sent a special task force of 30 specialists to Armenia to assess and assist in the humanitarian situation at hand.

“A task force of specialists from the central office will assess the situation on the spot and coordinate further actions to provide the necessary assistance to the civilian population. A total of 30 people have been sent," Russian Emergencies Minister Yevgeny Zinichev was quoted as saying in a statement.

According to the ministry, another reserve group of 150 specialists and 20 vehicles and an aeromobile hospital have been set on standby in case additional reinforcement is required.

The six-week conflict between Armenia and Azerbaijan over the disputed Nagorno-Karabakh area ended after both sides agreed to the ceasefire on Tuesday, which resulted in the loss of most territories controlled by the Armenian-majority self-proclaimed Republic of Artsakh. The deal envisions the deployment of Russian peacekeepers to oversee the ceasefire in the region and man land corridors between exclaves.

The self-proclaimed republic of Nagorno-Karabakh is withdrawing its military units from areas that are going to be ceded to Azerbaijan, as envisioned by the Yerevan-Baku ceasefire deal, a source from the Russian peacekeeping mission told Sputnik on Sunday.

"Despite the difficult situation, the withdrawal of units of the people's militia of Nagorno-Karabakh from the Agdam, Kalbajar and Lachin districts is underway. Of course, now it has slowed down due to worsening weather conditions and the clearance of certain road sections. This is especially true in mountainous areas", the source said.

Russian Foreign Minister Sergey Lavrov held a phone conversation with his Azerbaijani counterpart Jeyhun Bayramov to discuss the implementation of the ceasefire-related agreements in the Nagorno-Karabakh region, the Russian Foreign Ministry said on Sunday.

"The ministers discussed in detail the progress in the implementation of the 9 November joint statement of the leaders of Azerbaijan, Armenia, and Russia on the ceasefire and halt of all hostilities in the Nagorno-Karabakh region. Special attention was paid to the coordination of practical steps in the context of deployment of the Russian peacekeeping contingent and the organisation of its work 'on the ground'", the ministry said.

The sides also emphasised the need of active involvement of international organisations, such as the UN Refugee Agency, UNESCO and the International Committee of the Red Cross, in the post-conflict recovery and solving humanitarian tasks.

"The Russian Defence Ministry has started work to set up an interdepartamental centre of humanitarian response in Stepanakert. To that end, the center's task force was deployed to Stepanakert on November 14 as part of the Russian peacekeeping force", the Russian Defense Ministry's National Defence Management Center said Sunday.

Another task force sent to the region by Russia's Emergencies Ministry will join the response centre after it is relocated to Stepanakert. Forces from the Russian security agency’s border guard service and other federal agencies will also be joining the centre, which will be formed by November 20.
