Live Updates: Armenian Defence Minister Thanks Russia for Deploying Peacekeepers in Karabakh

Previously, Moscow, Baku, and Yerevan issued a joint statement, declaring the end of hostilities in Nagorno-Karabakh. The new agreement stipulates deployment of almost 2,000 Russian peacekeepers in the region in order to ensure that the clashes will cease.

The statement was published after Azerbaijan claimed control over Shushi (Shusha), a key city in the region.

In the meantime, unrest continues in the Armenian capital of Yerevan after a new ceasefire statement was adopted. Protesters stormed the government headquarters on early Tuesday, smashing windows and furniture inside and demanding the Armenian prime minister to resign.

Media reports said thousands of people gathered in the centre of the city, while other protesters forced their way into the government headquarters, smashing windows and damaging the furniture inside. Meanwhile, a Sputnik correspondent said President of National Assembly of Armenia Ararat Mirzoyan was beaten up by protesters, who demanded Prime Minister Nikol Pashinyan's resignation.

According to Pashinyan, there was no other way than to sign the joint statement on ceasing hostilities in Nagorno-Karabakh. Under the deal, Azerbaijan and Armenia will stop at their current positions, will exchange prisoners and allow for Russian peacekeepers to be deployed in the Nagorno-Karabakh region.

"Overall, 12 Il-76 military transport aircraft with officers of the command of the Russian peacekeeping forces and servicemen of units of the 15th peacekeeping brigade have landed in the Republic of Armenia", the statement said.

The aircraft delivered more than 200 military personnel, armoured personnel carriers, armoured vehicles and communications equipment.

"Apart from the ceasefire agreement that was announced yesterday, the resumption of talks between the two parties on a long-term settlement of the conflict is still necessary. France will play its role in full within the framework of co-chairmanship of the OSCE Minsk Group", French Foreign Minister Jean-Yves Le Drian said in a statement.

He mentioned that talks must begin soon.

"In particular, they [talks] should allow people who were displaced in recent weeks as a result of the conflict, and define the future status of Nagorno-Karabakh", Le Drian noted.

Le Drian added that he expected Baku to fulfill its obligations per the agreement.

"It is necessary to stop the fighting ... That is why we expect a strict implementation of the obligations that have been accepted by Azerbaijan and an immediate cessation of the offensive. In that regard, we call on Turkey not to take any actions against this priority goal", he stressed.

"We have taken note of the Russian-brokered arrangement to cease the fighting, and will be interested in learning more about the details and plans for implementation of this new arrangement as it takes shape", the spokesperson said.

The State Department official said it is too early to comment on the ceasefire.

"While we will be happy to see an end to the violence, we cannot comment yet on the specific details of the ceasefire or next steps," the spokesperson noted. "Any questions on how the parties perceive the new arrangements should be directed to them".

Washington condemned "in the strongest terms" the escalation of violence in Nagorno-Karabakh region, he added.

In a statement on Tuesday cited by IRNA, the ministry expressed hope that the ceasefire agreement would lead to the final arrangements for long-lasting peace in the Caucasus region.

It stressed the need to respect the sovereignty and territorial integrity of countries, which would introduce no change to official international borders, freedom of the occupied territories, return of refugees to their homelands, respecting the security and rights of minorities as well as ousting Takfiri terrorists and foreign fighters from the region.

Iran also emphasised its readiness to contribute to the establishment of permanent peace and security in the region and also to participate in regional initiatives.

MOSCOW, (Sputnik) - The Russian Foreign Ministry is not aware of the creation of any formats to replace the OSCE Minsk Group in the Karabakh settlement, the OSCE Minsk Group co-chair from Russia, Igor Popov, said on Tuesday, speaking about a proposal to create a new working group on the Karabakh settlement.

"It is better to ask their direct participants about the content of the presidents' conversation. However, the Russian Foreign Ministry does not know anything about the creation of any bilateral formats to replace the OSCE Minsk Group," Popov said.

"We continue to proceed from the neutral role of the OSCE Minsk Group co-chairs, who made an important contribution to the development of basic principles for the settlement of the Nagorno-Karabakh conflict, which formed the basis of the agreements recorded in the statement of the leaders of Azerbaijan, Armenia and Russia on November 9. We proceed from the assumption that the agreements reached will create the necessary conditions for a long-term and full-scale settlement of the crisis around Nagorno-Karabakh on a fair basis and in the interests of the Armenian and Azerbaijani peoples," Popov stressed.

MOSCOW (Sputnik) - Russian Foreign Minister Sergei Lavrov and his Azerbaijani counterpart Jeyhun Bayramov have discussed the Russian Mi-24 helicopter that was downed by Azerbaijan in Armenian airspace. Baku apologised once again and Russia stressed the need for an investigation, the spokeswoman for the Russian Foreign Ministry, Maria Zakharova, said.

"The Azerbaijani foreign minister once again apologised to Russia for this tragic incident. Moscow stressed once again that there must be a full-fledged probe as soon as possible", Zakharova said.

MOSCOW (Sputnik) - The European Union has welcomed the agreement on the cessation of hostilities in Nagorno-Karabakh and is currently reviewing its terms in more detail, EU Commission spokesman Peter Stano said on Tuesday.

"We noted the announcement on the ceasefire, and we are welcoming the end of hostilities. The EU has repeatedly called for the end of the fighting. We deplore, of course, the loss of lives that this confrontation has brought so far. And we are assessing the details of this ceasefire in order to be able to understand better its implications and its details. MOSCOW (Sputnik) - Russia will send at least 22 Il-76 military transport planes with peacekeepers to Karabakh, according to a video released by the Defence Ministry on Tuesday.

"Eleven planes are conducting flights to the airfields of their destination, while 11 more planes have been loaded and are awaiting departure", Defence Ministry staffers told the head of the National Defence Management Centre.
