Nagorno-Karabakh Live Updates: Armenia Claims to Have Downed Azerbaijani Helicopter

Armenia and the breakaway republic of Nagorno-Karabakh previously declared martial law and general mobilisation, while Azerbaijan declared partial martial law and partial mobilisation, closing its airports to all countries except Turkey.

Both sides report continuing clashes in Nagorno-Karabakh, with numerous photos and videos of the fighting from Monday and Sunday published on social media. Azerbaijan has claimed that Armenian forces lost 550 servicemen, while Armenia reported only several dozen casualties, adding that Baku had lost hundreds of soldiers.

The UN Security Council plans to convene later in the day in order to address the clashes, according to media reports.

Nagorno-Karabakh, an Armenian-majority autonomy, proclaimed independence from Azerbaijan in 1991. A major conflict between Baku and Yerevan ravaged the area until 1994 when the sides agreed to start peace talks mediated by the OSCE Minsk Group. However, the ties between the two nations have remained tense due to the frozen conflict.

The Nagorno-Karabakh armed forces have destroyed 137 Azerbaijani combat vehicles since the resumption of fighting in the disputed region, Armenian Defense Ministry spokesman Artsrun Hovhannisyan told reporters on Tuesday.

"A total of 137 enemy tanks and combat vehicles were destroyed by different types of anti-tank and artillery weapons, 72 drones, seven helicopters and one aircraft were downed," Hovhannisyan said.

Defense forces of the self-proclaimed Nagorno-Karabakh Republic have destroyed throughout Tuesday a total of 37 Azerbaijani military vehicles, including 17 tanks, Deputy Commander Artur Sargsyan said.

"During today's armed hostilities, the enemy lost 17 tanks, four armored vehicles, three units of military hardware and 13 drones," Sargsyan told a briefing broadcast on Facebook.

According to the military, the Nagorno-Karabakh army has also gained back control over a number of positions along the contact line lost earlier.

The US Mission to the Organisation for Security and Cooperation in Europe (OSCE) in a statement on Tuesday urged Armenia and Azerbaijan to halt hostilities in the Nagorno-Karabakh region and engage in a dialogue to settle the conflict as soon as possible.

"We call on the sides to stop fighting immediately and return to the negotiating table as soon as possible and without preconditions. United States Deputy Secretary of State Biegun has already reached out to the Foreign Ministers of Armenia and Azerbaijan to urge de-escalation, to use the existing direct communication links between them to prevent further escalation, and to refrain from unhelpful or inflammatory rhetoric and actions that further aggravate tensions on the ground", the statement reads.

The mission also called on the parties to the conflict to ensure security measures in the region and respect international human rights. Moreover, it expressed confidence that "participation in the escalating violence by any external party would only exacerbate regional tensions".

Armenian Prime Minister Nikol Pashinyan on Tuesday claimed Turkey's de facto involvement in the ongoing conflict in the breakaway Nagorno-Karabakh territory.

"A very important detail, Turkey is essentially involved in this process", Pashinyan told Russia's Rossiya 1 TV channel.

"According to our reliable information, [Turkish] military instructors and high-profile military personnel are currently at Azerbaijani command posts, and occasionally they are in charge of combat activities", the prime minister added.

He described the developments in the region as a war involving a large number of troops.

Azerbaijani President Ilham Aliyev said on Tuesday that Baku's response to what he called Yerevan's aggression was adequate, and described the situation in the Nagorno-Karabakh region as tense.

"The situation at the front is tense", Aliyev told the Russian television channel Rossiya 1.

According to the president, Azerbaijan has so far lost 11 civilians in the fighting, including two children, in addition to multiple military casualties.

"We were forced to give an adequate response to the aggressor and thus protect our nation, our people and our land", Aliyev said.

"The Armenian side informed the commission about its readiness to hold the intergovernmental council on 9 October in Yerevan. They took it into account. I think the deputy prime ministers will discuss this issue at the council on Thursday", Iya Malkina, assistant to the EEC board chairman, said.

Earlier, she said that plans to hold a meeting of the Eurasian Intergovernmental Council, in which the heads of government of the EAEU countries take part, in Armenia on 9 October amid the aggravation of the conflict in Nagorno-Karabakh remain, but the format is being worked out.

Russia, as a co-chair of the OSCE Minsk Group, will continue mediation efforts to find a solution to the Nagorno-Karabakh problem, Alexander Lukashevich, Russia's permanent representative to the OSCE, said on Tuesday.

On Tuesday, the OSCE Permanent Council met for an emergency meeting over the escalation in Nagorno-Karabakh.

"Russia, as a member of the Minsk Group 'troika', in close cooperation with the United States and France, will continue mediation efforts to assist the parties in developing a mutually acceptable consensus basis for resolving the Nagorno-Karabakh problem", Lukashevich said at the meeting.

"The effectiveness of the mediation assistance of the 'troika' of the Minsk Group co-chairs depends, first of all, on the parties to the conflict themselves, on their political will, which is needed to achieve a settlement of the Nagorno-Karabakh conflict at the negotiating table. Attempts to question the role of the co-chairs enshrined in the decisions of the OSCE and the UN Security Council and their practices can only further complicate the complex settlement processes", the permanent representative added.

Armenian Defenсe Ministry spokesman Artsrun Hovhannisyan said on Tuesday that Azerbaijan was planning an airstrike on a railroad in the country's east but missed by a few hundred meters.

During a stream on the official website of the Armenian Information Crisis Center earlier in the day, Hovhannisyan played a videotape showing a large crater made by an armed drone near the settlement of Norakert in the Gegharkunik region.

"A railway passes near the settlement of Norakert, but they missed by about several hundred metres", Hovhannisyan said.

Asked to comment on Armenia's accusations that Turkey supports Azerbaijan militarily in the current escalation, Azerbaijani President Ilham Aliyev argued that Ankara's role in the region was merely of "stabilising" character, entailing no immediate involvement in the capacity of a conflict party.

"Turkey provides us with moral support", he added, going on to thank the Turkish government for the "solidarity and support".

The Defence Ministry of Azerbaijan refutes Yerevan's reports that Armenia's Su-25 plane was downed by a Turkish F-16 fighter, the head of the ministry's press service, Vagif Dargyahly, said Tuesday.

Yerevan has not yet applied for help to the Collective Security Treaty Organisation (CSTO) in connection with the situation around Nagorno-Karabakh, but the situation may change after Turkey shot down a plane of the country's air force today, the issue is being discussed, a statement will be made, Armenian Ambassador to Russia Vardan Toghonyan stated.

Earlier in the day, the Armenian Defence Ministry reported that a Turkish F-16 shot down an Armenian Su-25 in Armenian airspace. This statement was refuted by Azerbaijan and Turkey.

"Whether there is now a statement on the possibility of contacting the CSTO or not, we have this opportunity. We are now discussing this issue in connection with the development of the situation, the leadership of the country is discussing it", Toghonyan said.

The CSTO confirmed to Sputnik that Armenia had not yet applied for help.

The number of civilian fatalities in a conflict in the Karabakh region has grown to 12, the number of the injured civilians has increased to 35, the office of the Azerbaijani Prosecutor General stated on Tuesday.

According to the press service of the Azerbaijani government agency, the damage was suffered as a result of attacks "directed by the Armenian leadership".

YEREVAN (Sputnik) - The head of the Russian Security Council, Nikolai Patrushev, on Tuesday held a phone conversation with his Armenian counterpart, Armen Grigoryan, to express concerns over the tensions in Karabakh, the Armenian Security Council said.

According to the council, Grigoryan briefed Patrushev on the situation along the contact line and "Turkey's destabilising policies".

"Patrushev expressed deep concerns over the situation, pointing to the need to solve the conflict exclusively through peaceful methods", the Armenian Security Council said in a statement, seen by Sputnik.

YEREVAN (Sputnik) - Armenian Prime Minister Nikol Pashinyan urged German Chancellor Angela Merkel, in a telephone conversation discussing the Nagorno-Karabakh escalation, to curb Turkey's policy in the region, the Armenian cabinet said in a statement.

"Pashinyan noted that since the beginning of the July events [aggravation of the situation on the Armenian-Azerbaijani border] Turkey has been showing unprecedented activity in the region. He called on the German chancellor to make every effort to curb the aggressive and destructive behaviour of Turkey and prevent its involvement in the region", the cabinet said.

According to the Armenian cabinet, Merkel expressed deep concern over the current situation, noting the absence of an alternative to a peaceful settlement of the Karabakh issue and the need to return to the peace process within the framework of the OSCE Minsk Group.
