A computer application bug has been fixed and the results of the Iowa caucus will be released as soon as possible on Tuesday, Iowa Democratic Party Chair Troy Price said in a statement.
Price said the application accurately recorded data from around 1,600 state precincts, but failed to fully report the voting results. Price also said the investigation found no evidence of cyber intrusion.
Initial results of the Democratic Iowa Caucus show Indiana Mayor Pete Buttigieg with a slight lead following an overnight delay.
Buttigieg so far has garnered 26.9% of the "state delegate equivalents" with Senator Bernie Sanders in second place at 25.1 percent, the partial results revealed on Tuesday.
The app developer Shadow, Inc. said on its Twitter page that the issue did not affect underlying caucus results data.

"The impact of the delay on image of the Democratic Party will depend upon the results of Monday's caucus vote. Suspicions run high that Sanders was winning going into the weekend, and that somehow the party elite is trying to suppress that fact. The delay in releasing the results, as well as the controversy around the Des Moines Register's poll, will be used to cast doubt upon the legitimacy of a Sanders win", according to US political analyst Don Debar.
Mitchell Feierstein, a hedge-fund manager and CEO of the Glacier Environmental Fund Limited, believes that the current American political and Justice system is "a dishonest political system, biased opinion-media, and dual-justice system of government-run by out of control lifetime bureaucrats that is systemically rotten to the core".
According to Feierstein, since Hillary's 2016 loss, The Democratic Party has gone "off the rails left" further polarising America.
"The party bases its decisions on emotions rather than facts, logic, and reason. We have seen this in the shrieks for impeachment beginning on the day Donald J. Trump was elected. He also believes that the impeachment, which he calls the biggest impeachment hoax in US history, was 99.9% political and will have dire consequences on the Democratic Party in the 2020 elections.
Concerning the results of the Iowa caucus, Feierstein thinks that it's likely Bernie Sanders won Iowa, but he is hated by the party establishment, which will do anything it takes to ensure he does not become President.
The pundit also dismissed the rhetoric suggesting Russian intervention in the 2020 election and the Iowa caucus in particular.
"Were there technical problems? Likely. Could the Iowa caucus be rigged? No idea, all I can say the DNC rigged the 2016 primaries", Feierstein said. "Russia is not a significant threat to the integrity of the 2020 elections. The DNC, Google, Twitter, Facebook, traditional US Media, and China do pose significant threats to the U.S. 2020 elections".
US President Donald Trump said on Tuesday that he wonders when will the Democrats start blaming Russia for the fiasco in delaying the Iowa caucus voting results instead of recognising their own incompetence for what he termed was a "voting disaster."
