Conceptualized and founded by activist and UN Special Adviser Jayme Illen in 2011, the International Day of Happiness is celebrated worldwide on March 20.

Illen's resolution was ultimately adopted by the unanimous consensus of all 193 UN member states of the United Nations General Assembly on June 28, 2012.

Therefore, it wasn't around back in the Soviet era, but the concept of having fun was already discovered by USSR citizens.
