Trump approved the publication of the four-page document, which was sent back to the congressional panel and then released.
"The memo was sent to Congress, it was declassified. Congress will do whatever they're going to do. But I think it's a disgrace what's happened in our country," Trump said when asked about his thoughts on the document. "A lot of people should be ashamed of themselves."
Trump is said to have authorized the publication of the document "in full," despite objections from the FBI, which claimed it would threaten "national security."
The memo was compiled by Davin Nunes, chairman of the US House Intelligence Committee, which is leading the investigation into Trump's campaign. The document suggests that FBI and US Justice Department officials misused power while conducting surveillance on Trump campaign's officials in early phases of the probe.
Trump read the document on Thursday and was ok with its release, according to the White House. CNN also reported that day that Trump believed the document would reveal bias within the FBI and make it easier for him to prove he did not collude with Russia during his campaign.
The US House Intelligence Committee voted on Monday in favor of the memo's release despite the furious opposition from Democrats, the FBI and the DOJ. The FBI and the Justice Department said that the memo could harm national security and mislead the public.
Several separate investigations were launched after the victory of Donald Trump in the US presidential election in 2016 to find out if he had links to the Russian government. Trump, as well as Russian authorities, have denied all such accusations.
