Are Elections in New Jersey, Virginia, Elsewhere a Referendum on Trump?

Voters head to the polls today in statewide elections in New Jersey, Virginia, and local elections elsewhere. A year after the Trump election and a year before the midterms, will these off-year elections provide a referendum on the Trump presidency—the least popular at this far into a presidency according to opinion polls?
