"Elshinawy conspired with others to provide material support and resources, including personnel, services (including means and methods of communication), and financial services, to ISIS [Daesh]," the release said on Tuesday.
According to the plea, Elshinawy also received $8,700 in payments from a foreign company to be used to fund a terror attack in the United States.
The release said Elshinawy and his co-conspirators sought to hide their communications and Elshinawy gave false statements to the FBI when questioned in July 2015 about his activities.
Elshinawy was arrested in December 2015 on related charges and has been in detention since, the release said.
He will be sentenced by a federal judge and faces a maximum of 20 years in prison for both charges of providing material support for a foreign terrorist organizations and for collection of terrorism financing, and another eight years for making false statements in a terrorism matter.
