Kiev Tries to Prevent Transition to Key Conflict Settlement Phase - Envoy

Russia's Permanent Representative at the OSCE said that Ukraine is attempting to prevent the transition to a key conflict settlement stage of agreeing the modalities of conducting local elections.

MOSCOW (Sputnik) – Ukraine is attempting to prevent the transition to a key conflict settlement stage of agreeing the modalities of conducting local elections, Russia's Permanent Representative at the OSCE Alexander Lukashevich said Friday.

"Kiev authorities are trying at all costs to prevent the transition to a core phase of crisis resolution: agreeing the modalities of local elections, the entry into force of the law on the special status of Donbas [eastern Ukraine], amnesty, and finally constitutional reform," Lukashevich said at the OSCE Permanent Council.
