ICRC to Negotiate With Warring Parties in Mosul, Including Daesh, Access to City

The International Committee of the Red Cross (ICRC) is going to negotiate with all the warring parties in Mosul, including Daesh, in order to obtain access to the city to help civilians, ICRC Director-General Yves Daccord said Thursday.

SOCHI (Sputnik) — He added that the international organizations at the moment had no access to Mosul and Raqqa, controlled by Daesh, outlawed in Rusian and multiple other countries.

"In Mosul and Raqqa, it is still very unclear what is the scenario. Things can change very quickly…. What is important is that we, the Red Cross, have all the necessary means prepared. We have our people not within Mosul, but if people flee we can help immediately. And if possible, we will also negotiate to be within Mosul… with different groups, including the Islamic State group [Daesh]. With all the warring parties," Daccord told reporters at a Valdai Discussion Club meeting in Sochi.
