The plenary session's guests included Prime Minister Dmitry Medvedev, Deputy Prime Minister Arkady Dvorkovich, government officials and businessmen.
After the sounds were heard, the guests and participants were evacuated from the building.
The Skolkovo fire department told RIA Novosti that the sounds had been the result of a short circuit. After the short circuit a fire occurred in one of the domes of the building, the source in the Skolkovo fire department added.
Shortly after the incident, the forum re-opened. Russian Prime Minister Dmitry Medvedev will hold a meeting of the modernization presidium in the innovation center, the government's press service announced.
