MOSCOW (Sputnik) The plan "does not exclude the possibility for the state to make suggestions," Puigdemont said in Madrid, as quoted by La Vanguardia newspaper.

The head of the Catalan government is said to be ready to discuss everything that concerns the organization of the referendum, including dates, conditions, the wording of the question to vote on, and a possible moratorium on the vote.

Puigdemont has said that a referendum on the region's independence will be held in September 2017.

Catalonia, a Spanish province with an autonomous status, has long sought independence from Spain, but Madrid has repeatedly declined Catalonia’s quest for independence. On November 9, 2014, about 80 percent of the Catalans who took part in a non-binding referendum on the region's status as part of Spain voted in favor of Catalonia becoming an independent state.

Puigdemont, said last Wednesday that he was open to negotiating the terms of a legally binding referendum but he would hold it with or without Spain's consent.

On Thursday, Catalonia's parliament voted in favor of pursuing the referendum on independence.
