"This vision stems from the HNC's deep belief in the importance of the true and honest implementation of the Geneva Communiqué of 2012 and the relevant UN Resolutions, as well as all the legal obligations enshrined in international law," the HNC said in the document.
As part of the first phase, the sides to the conflict are given six months no negotiate a peace deal, during which the government and the opposition forces have to commit to a temporary truce. The phase stipulates the cessation of all combat operations, including aerial attacks, lifting the siege of all towns, allowing humanitarian access and releasing all war prisoners.
According to the HNC’s Executive Framework for a Political Solution, the second phase, which is set to last 1.5 years, will come into force straight after the sides agree on the general terms of the transitional process. This stage stipulates the establishment of the Transitional Governing Body, which in its turn requires "the departure of [Syrian President] Bashar Assad and his clique who committed heinous crimes against the Syrian people."
The third phase will represent "a final transition through the implementation of the outcomes of the national dialogue and the constitutional revision." According to the HNC, during this phase, local, legislative, and presidential elections should be held in Syria under the supervision and with the technical support of the United Nations.
On Monday, Ilian Masaad, the leader of the Hmeimim opposition delegation to the intra-Syrian talks in Geneva, said, citing the draft HNC plan in his possession, that the plan calling for the concentration of all power in Syria in one transitional authority violates a number of international agreements.
