Some Syrians don't seem to like the idea of a "federal" system. But Syria already has administrative divisions called "provinces" or "governorates". That is already a "federal" system. The division of powers between the central government and the local governments is a matter of degree, and it is possible to make it work by negotiation in good faith.
The federalization of Syria could be one of the issues discussed at the upcoming peace talks in Geneva, UN Special Envoy for Syria Staffan de Mistura said Friday.
MOSCOW (Sputnik) — A new round of talks between the Syrian government and opposition will be held between March 14 and 24.
"All Syrians have rejected the division [of Syria] and federalism can be discussed at the negotiations," de Mistura told Al Jazeera news network.
Syria has been mired in civil war since 2011, with government forces loyal to Syrian President Bashar Assad fighting numerous opposition factions and extremist groups, such as Daesh, which is banned in several countries, including Russia.
