US President Barack Obama has submitted the long anticipated plan to close the Guantanamo Bay detention facility to the US Congress, local media reported on Tuesday.

Pentagon to Introduce Guantanamo Closure Plan on Tuesday
WASHINGTON (Sputnik) — The plan includes an offer to move between 30 and 60 detainees from the facility to the US mainland, NBC News reported.

The president is expected to deliver a speech on closing the detention facility at 10:30 a.m. EST (3:20 p.m. GMT).

Obama has been attempting to close the Guantanamo Bay detention center before he leaves office in January 2017 despite opposition coming mainly from congressional Republicans and state governors.

The president has previously stated he does not rule out closing the facility by issuing an executive order in case Congress fails to cooperate on the issue.
