Divided Libya Worse Than Unified Libya Under Leader Like Gaddafi - US Envoy

Libya ruled by a leader similar to Muammar Gaddafi would be better off than a broken and politically divided Libya, US Special Envoy Jonathan Winer told reporters on the sidelines of the UN General Assembly in New York on Friday.

NEW YORK (Sputnik) — The Tobruk-based government led by Abdullah Thani is recognized internationally. The country's capital Tripoli and adjacent western areas are controlled by self-proclaimed authorities.

"The worst for Libya is not so much a return to Gaddafi as it is for a continued fragmentation [of the country] and collapse of institutions," Winer said.

Winer’s comments come as Libyan leaders face urgent calls to unite and form a government of national unity per a UN-prepared draft agreement.

"A process needs to be undergone very rapidly," Winer said, adding that the international community will assist in rebuilding Libya only the leaders agree on a unified government.

"If [Libyan leaders] fail to do so, the assistance will not be forthcoming," Winer stated.

Political parties and the internationally-recognized parliament of Libya signed a framework agreement in early July that delineates powers in the country.

Libya has been in a state of turmoil since the overthrow of its longtime leader Gaddafi in 2011, and is now split into two rival camps.
