The Parliamentary Assembly of the Council of Europe (PACE) on Friday, the fifth day of the summer session, will discuss challenges posed by Neo-racism and cyberterrorism.

STRASBOURG (Sputnik), Daria Chernyshova — The report, prepared for the Friday sitting, notes the rising tide of racism, xenophobia and intolerance in Europe, "which particularly affects immigrants, Muslims, Jews and Roma." It points out that modern racism is "often a 'race-less racism' based on the premise that cultural differences are irreducible."

"Europe must not underestimate the dangers of racism, nor must it forget the lessons of history…. Historical memory must help us understand that stigmatizing prejudice, social exclusion, deprivation of rights, humiliation and segregation are never harmless," the draft resolution on the issue says.

Another debate will focus on cyberterrorism and other large-scale attacks on the Internet. The draft resolution takes note of the positive effects of new information technologies, but stresses that the online community is vulnerable. It calls for further work against cyberterrorism as it threatens "the national security, public safety and economic well-being of States."

It urges the legal coordination between law-enforcement authorities to be improved and adapted to rapid technological advances. It stresses the responsibility of States for taking all necessary measures in order to prevent large-scale cyberattacks emanating from their territory.

"The Assembly invites the Secretary General of the Council of Europe to initiate and co-ordinate intergovernmental action of the Council of Europe, establish co-operation programmes with the information technology industry and Internet service providers, and ensure closer co-operation with the European Union and the United Nations in this field of utmost importance."

Friday sittings conclude the five-day summer session of the Parliamentary Assembly of the Council of Europe in Strasbourg.
