British Prime Minister David Cameron admitted that a "legally binding" agreement on EU treaty change before the 2017 referendum on Brexit is unlikely to be reached, Sky News reported Thursday, citing sources from the Downing Street.

At present, according to sources, he acknowledges that it will be impossible to achieve in a two-year term. Therefore, he would agree to a binding document that would foresee amendments to the EU founding treaty in the future.

Earlier Thursday, the UK prime minister arrived in Brussels for the EU leaders’ summit, where he is due to renegotiate Britain's relationship within the bloc.

Renegotiation of UK membership in the European Union was pledged by Cameron in his election campaign, as he vowed to hold an in/out referendum by the end of 2017.
