US Senate Ban on Torture Ineffective Without Punishing Abusers
MOSCOW (Sputnik) In December 2014, the US Senate released a report outlining the use of torture by the CIA after September 11, 2001.

In the letter, the Human Rights Watch, the American Civil Liberties Union and Amnesty International demanded the appointment of a special prosecutor to investigate the use of torture by the agency.

"The [US President Barack] Obama administration’s continued failure to act in the face of this mountain of evidence risks sending the message that torture is a valid policy option rather than the crime that it is," executive director of Human Rights Watch Kenneth Roth said commenting on the letter.

The practices used by the CIA against enemy combatants and detainees included waterboarding, mock executions and prolonged sleep deprivation, according to the US Senate report.
