MOSCOW (Sputnik) — Participants in the first-ever BRICS Parliamentary Forum, which began in Moscow earlier on Monday, announced in a statement the need for a comprehensive reform of the United Nations, including the Security Council.

The BRICS Parliamentary Forum in Moscow brings together lawmakers from five of the world’s major emerging economies, Brazil, Russia, India, China and South Africa, to discuss issues of mutual interest and cooperation. The forum takes place a month before the July 9-10 BRICS summit in Russia's city of Ufa.

"The members underscored the importance of comprehensive UN reform, including of the Security Council," the statement read.

According to Russian State Duma Speaker Sergei Naryshkin, the proposal was made in 2014 at the BRICS summit in Brazil.

National delegation representatives discussed UN reform on the sidelines of the forum, with members of the Brazilian delegation suggesting that their country could become one of the permanent members of the UN Security Council.

The Security Council includes five permanent and 10 non-permanent members. The latter are elected for two-year terms by the UN General Assembly and have a right to vote, but hold no veto.

Brazil has been elected as a UN Security Council non-permanent member ten times, most recently from 2010-2011.

The country is actively involved in reform of the UN Security Council and seeks a permanent seat with a veto power.

Russia and China are among UN Security Council permanent members, alongside France, the United Kingdom and the United States.
