North Korea said Monday that its titular head of state would attend the upcoming Victory Day celebrations in Moscow after leader Kim Jong Un cancelled his planned visit to the Russian capital.

Kim Jong Un Cancels May 9 Trip to Moscow Over Domestic Affairs
Chairman of the Supreme People's Assembly, Kim Yong Nam, will take part the May 9 ceremony to mark the 70th anniversary of the Soviet victory over Nazi Germany, state-run news agency KCNA said.

Kim Jong Un had initially accepted Moscow’s invitation to come, but last week he excused himself citing "internal North Korean issues."
