US Optimistic About Reopening Embassy in Cuba by April

The United States and Cuba held talks on restoring diplomatic ties and Washington said it could reopen its Havana embassy before a main April summit if differences can be overcome.

Negotiators from the United States and Cuba appeared optimistic after a second round of meetings where the future of diplomatic relation between both the countries was discussed.

The hope is that within the coming months both nations will agree to reopen embassies in each other's capitals and appoint ambassadors.

US President Barack Obama is due to attend the Summit of the Americas in Panama on April 10-11, which Cuba will also be attending for the first time. The embassies are planned to be opened before the summit.

It was also revealed that more diplomatic exchanges were planned including a first US-Cuba human rights dialogue, due to be held sometime in late March.

Two Cuban teams are planning to visit Washington next week; to discuss human trafficking and civil aviation, and then early next month a US delegation will travel to Havana to work on greater Internet connectivity in order to provide access to information for the Cuban people.
