MOSCOW (Sputnik) — Kiev’s request to deploy the UN peacekeeping operation in the southeast of Ukraine came because the Organization for Security and Co-operation in Europe (OSCE) can not control the ceasefire, Ukrainian Foreign Minister Pavlo Klimkin told RIA Novosti Tuesday.

“OSCE’s Monitoring Mission which works now can not control the processes, including the withdrawal of heavy artillery and the ceasefire. Nor according to its mandate, neither, unfortunately, because of Donetsk and Luhansk treatment towards it,” Klimkin said.

The European Union and the United nations can in this situation act as a stabilizing mechanism, according to him.

On Monday, Klimkin delivered a speech at the UN Security Council, urging to deploy the peacekeeping mission in Donbas and at the Russian-Ukrainian border.

“Given the Russian veto in the UN Security Council, Kiev will not be able to impose a solution,” the head of the foreign affairs committee of Russia's lower parliamentary house, Alexei Pushkov, wrote on his Twitter page, commenting on the issue.

The OSCE Special Monitoring Mission to Ukraine was deployed on March 21, last year, to observe and report on the situation in the country’s southeast.

According to a truce signed in the Belarus capital of Minsk on February 12, Kiev forces and independence supporters must exchange all prisoners and establish a buffer zone in the conflict area. The agreement also included the ceasefire that came into force on February 15.
