According to the Organization for Security and Co-operation in Europe (OSCE), the ceasefire is generally observed in Donbas, except for some areas, including Debaltseve, where several thousand Ukrainian soldiers remain encircled.

The leader of the self-proclaimed Donetsk People's Republic Alexander Zakharchenko said last week the ceasefire does not apply to Debaltseve, which is not located on the the line of contact between the warring sides.

The leaders of Germany, France, Russia and Ukraine, who brokered the truce deal last week in Minsk, however, stressed that the ceasefire should be observed on the entire territory of Donbas.
