Self-proclaimed Donetsk People’s Republic leader Alexander Zakharchenko stated that authorities of the DPR will no longer exchange Ukrainian prisoners under the all-for-all formula and will switch instead to the one-for-one prisoner swap.

Prisoner Swap Between Kiev, Donetsk May Take Place by End of Week: DPR
DONETSK, January 22 (Sputnik) The authorities of the self-proclaimed Donetsk People's Republic (DPR) will no longer exchange Ukrainian prisoners under an all-for-all formula and will switch instead to a one-for-one prisoner exchange, DPR leader Alexander Zakharchenko said Thursday.

"I refuse to listen to any political moments regarding the prisoner exchange. They are giving us some strangers, while we are exchanging their prisoners. If we continue the practice, we will exchange 'one-for-one'," Zakharchenko said at a press briefing.

An all-for-all prisoner exchange between the warring parties was agreed to on September 19, 2014, at a Contact Group meeting under the mediation of Russia and the Organization for Security and Co-operation in Europe (OSCE), in Minsk.

Since then, a number of prisoner exchanges took place between Ukrainian security forces and DPR militia. In the most recent December 26, 2014 prisoner swap, the DPR released over 145 prisoners and Kiev handed back 222.

The next exchange was projected to take place in mid-January, according to the DPR envoy at the Minsk peace talks, Denis Pushilin.
